Commissioning is the process of verifying that building systems operate as intended, through continuous verification from design to completion.

While building systems have minimum statutory inspections and reporting obligations stipulated by the Building Standards Act and Energy Conservation Act, in reality, air conditioning and other systems are rarely properly inspected, maintained, and managed appropriately from an energy conservation perspective. In fact, in many cases, current performance levels aren’t even being verified. As a result, it’s not difficult to imagine that many buildings continue to waste energy without building owners being aware of it. In response to this situation, commissioning is the process of verifying the actual performance of building systems and implementing procedures to achieve their intended performance.

To use a car analogy, commissioning is comparable to professional inspection and maintenance. Cars have established systems where regular professional statutory inspections and maintenance ensure safety and driving performance is maintained. Similarly, professional performance verification and optimal adjustments of building systems can lead to significant energy savings, cost reductions, and extended equipment life. Commissioning broadly divides into two categories: commissioning for new buildings and commissioning for existing buildings.

  • Commissioning for new buildings is a process aimed at ensuring the realization of required performance by verifying the designer’s design work and documentation, validating the contractor’s construction work and equipment quality, and conducting performance tests as necessary.
  • Commissioning for existing buildings is a process that verifies and analyzes current operational performance, proposes necessary renovations and adjustments, and achieves more appropriate and energy-efficient operation. Numerous cases have been reported where commissioning of air conditioning systems has achieved significant energy-saving effects and reductions in energy costs.
